Establishing the applicant’s identity

The Directeur de l'état civil applies security measures to ensure that a person applying for a civil status document is authorized to obtain the document. For that purpose, applicants must enable us to establish their identity.

If you submit your application by mail

You must attach two photocopies of documents issued by two separate organizations:

  • A valid photo ID
  • A valid proof of home address

You must send photocopies and not original documents. If the two documents indicated above are not attached, your application may be returned to you without being processed.

If you submit your application at a service counter

You must attach two documents issued by two separate organizations:

  • A valid photo ID
  • A valid proof of home address

You must provide the clerk at the service counter with original documents and not photocopies.

Digital documents

Digital documents are not accepted as valid photo ID.

The following digital documents are accepted as valid proof of home address:

  • Change of address receipt from Canada Post (no more than three months old)
  • Recent bill from an energy, telephone service or cable provider (no more than three months old)
  • Record of employment or pay slip (no more than three months old)
  • School transcript (no more than one year old)
  • Bank statement (no more than three months old)

If you submit your application using the online service DEClic! - Application for a certificate or copy of an act

Upon application, your identity is verified using clicSÉQUR, Québec’s government authentification service. You must enter your clicSÉQUR identifier (user code and password) for authentification.

If you submit your application using the online service DEClic! Express - Application for a certificate or copy of an act

This service is for you if you have received a letter confirming an event (birth, marriage or civil union) recently entered in the register of civil status.

Upon application, your identity is verified using a Rapid Secure Access Number (RSAN).

The RSAN is indicated in the letter of confirmation you received and is valid for 90 days. At the end of the 90-day period, you must submit your application using the online service DEClic! – Application for a certificate or copy of an act. Your identity will be verified through your clicSÉQUR identifier.
